People are often a bit sceptical of business centres that claim to suit everyone, and honestly, fair enough.
A solo founder wonders if she’ll end up surrounded by sales teams shouting into their phones all day. A managing director relocating 20 people from abroad wonders if his clients will have to walk past rows of laptops and hoodies on their way to the boardroom. Both are completely reasonable concerns.
So let’s give an honest answer. Can one business centre actually serve startups and established companies well at the same time? Sometimes, yes. Sometimes, no. And the difference has much more to do with how the space is designed and run than with anything you’ll read in a brochure.
What a startup actually needs
Early-stage companies are really paying for flexibility, above everything else.
They want low commitment: short terms and the freedom to grow without getting hit with penalties. They need an address their licence can sit on, which for a Dubai mainland company means a tenancy that can be registered on Ejari. They usually need a visa or two, and a flexi desk with Ejari typically supports one to three. They need somewhere credible to meet people, because investors, clients and banks all want to see a real office. And they need to keep overheads low, ideally with utilities, internet and reception all rolled into one predictable price.
Startup office space in Dubai should feel like a launchpad, not something that’ll weigh you down for years.
What an established company actually needs
Companies that already have a team, clients and a reputation are buying something quite different.
Privacy comes first: lockable offices, confidential meeting rooms, and calls that stay private. They need room for the team, and on the mainland, the visa capacity that comes with a bigger registered space. They want their clients to have a polished experience, with a proper reception, a guest lounge and meeting rooms that look the part. They need reliable support, whether that’s IT, printing or simply someone on site who fixes problems quickly. And they want predictable costs at scale. A good serviced office in Business Bay should take away all the hassle of fit-out, utilities and facilities management.
Side by side
| What’s needed | Startup | Established company |
|---|---|---|
| Contract length | Short and flexible | Longer, with predictable renewals |
| Workspace | Flexi or dedicated desk | Private offices or a full floor |
| Visa capacity | One to three visas | Based on floor area, roughly one per nine square metres as a rule of thumb |
| Meeting rooms | Now and then, by the hour | Often, sometimes in larger formats |
| Privacy | Nice to have | Essential |
| Support | Reception and mail | Reception, IT, PRO and admin |
When you lay it out like that, the two lists overlap more than most people expect. The friction only really shows up when both groups get squeezed into the same room.
When one business centre can work for both
A business centre can genuinely look after both ends of the spectrum if it gets five things right.
Separate zones. Shared desks and private suites shouldn’t be on the same open floor.
Enough meeting rooms. If you have to fight to book a room, everyone loses.
A real range of sizes. From a single desk up to a large furnished floor, so companies can move up without having to move out.
Consistent service. The same standard at reception, whether you’re paying for one desk or twenty.
A clear way to upgrade. Transparent pricing and availability for when a startup is ready for its first private office.
And when it can’t
It’s just as important to be upfront about when a shared business centre isn’t the right fit.
If you’ve got a very large team that needs its own reception and branding throughout the space, it’s probably not for you. Same if you have specialised security or compliance needs, like dedicated server rooms or restricted access zones. Businesses that need heavy custom fit-out, such as labs, studios or showrooms, usually need their own space too. And anything that involves warehousing or industrial premises won’t work in a business centre.
If any of that sounds like you, a traditional lease might suit you better. A good operator will tell you that straight.
How we’ve set things up in Citadel Tower
At Black Swan Business Center, we run two floors of Citadel Tower on Marasi Drive, the 20th and the 25th. Having two floors gives us the room to keep shared desks and private suites apart.
| Option | Who it suits | What’s included |
|---|---|---|
| Flexi desk | Founders and very small teams | Hot or dedicated desks, 24/7 access, reception, utilities included |
| Private office | Teams of a few people | Offices of around 250 to 275 square feet, several with canal views |
| Furnished floor | Established companies | 15,000 square feet of furnished office space |
| Meeting rooms and mini hall | Everyone | For client meetings, interviews and workshops |
| Ejari and office contracts | Everyone | Help with tenancy registration for mainland licences |
On top of that, there’s IT support, a guest lounge, a cafeteria, parking and wheelchair access. A two-person startup and a 20-person company can share the building without ever sharing a row of desks.
The real advantage: you don’t have to move to grow
One of the biggest hidden costs for a growing company is relocating. New licence address, new Ejari, new visa paperwork, updating the bank, new business cards. It adds up, in both time and money.
When the next size up is in the same building, a lot of that pain goes away. You’ll still need to update your Ejari and licence for the new unit, but it’s a much simpler change than moving across the city. Your clients, your bank and your suppliers still find you in the same tower, and the team just moves floors or offices.
That’s why we encourage founders to think one step ahead from day one. Where are you going to sit when you hire your third person? What about your eighth?
Questions worth asking on your tour
If you’re a startup, ask: “What does it cost, and how long does it take, to move from a desk to a private office here?”
If you’re an established company, ask: “Which meeting rooms can I book for client sessions, and how far in advance?”
And whoever you are, ask: “Who else is on my floor, and how do you handle noise in the shared areas?”
A business centre that can answer all three clearly has usually thought properly about both kinds of tenant.
When growth means more than a bigger office
Sometimes growing isn’t just about space. It’s a second licence, a branch in another emirate, a holding structure, or moving an established company to Dubai from overseas. Those decisions need a setup specialist.
The team we trust with them is right here in the same building. Black Swan Business Setup Services is on the 37th floor of Citadel Tower, in Offices 3701 to 3702. They work with startups and established companies alike on licensing, visas and structuring. It’s worth popping up for a chat with them before you sign your next lease, or just mention it on your tour and we’ll introduce you.
The honest answer
Can one business centre look after a two-person startup and a 20-person company equally well? Yes, as long as it offers separate spaces, a real range of sizes and the same level of service for everyone, and it’s honest about the companies it isn’t built for.
When you go on a tour, think about where your business will be in two years, not just the next two months.
Questions people ask us
Is coworking suitable for established companies?
Yes, if the centre has private offices, confidential meeting rooms and consistent support, not just open desks.
What should a startup look for in office space in Dubai?
Flexible terms, a tenancy that can be registered on Ejari, a visa allocation and decent meeting rooms.
How many visas does a flexi desk support?
Typically one to three. Bigger private offices support more, roughly in line with floor area.
When should a startup move into a private office?
Usually around the time you hire your third or fourth person, or when you’re struggling to find privacy for calls every day.
When is a business centre the wrong choice?
When you need a large, fully branded office, specialised security, heavy fit-out or warehouse space.
