Almost every tour of our floors in Citadel Tower gets to the same point. The founder has looked at the desks, tested the Wi-Fi, admired the canal view, and then asks the question they really came in with: “So, how many visas will this get me?”

It’s exactly the right thing to ask before you sign anything. It’s also a question where anyone who gives you a confident single number on the spot is probably guessing.

So here’s how the flexi desk visa quota in Business Bay really works in 2026, what a business centre desk can realistically support, and what your options are once your team outgrows it.

Business Bay is on the Dubai mainland. Companies here are licensed by the Department of Economy and Tourism (DET), and employment visas go through the Ministry of Human Resources and Emiratisation (MOHRE).

That’s an important difference. Free zones publish fixed packages, so you’ll often see something like “flexi desk, up to three visas” right there on the price list. On the mainland, there’s no printed package. Your quota is assessed based on your registered workspace, your licensed activity and, more and more, your compliance record.

For a mainland company, your workspace has to be registered on Ejari, Dubai’s official tenancy registration system. No valid Ejari, no basis for a visa quota. Simple as that.

So before you look at anything else in a flexi desk offer, check three things. Does the package include a tenancy contract in your company’s name? Can that contract actually be registered on Ejari? And is the space suitable for the activity on your licence?

A basic virtual address with no registered tenancy usually won’t support a mainland licence, which means it won’t support any meaningful visa allocation either.

The honest answer is usually somewhere between one and three. It depends on the authority, the package and exactly how the desk is allocated. Because mainland assessments aren’t printed on a price list, the exact number for your company only gets confirmed through the process itself.

Once you’re in dedicated leased space, the working rule most people use on the mainland is roughly one visa for every nine square metres of office. MOHRE doesn’t publish a single fixed ratio anymore, but licensing teams still tend to work pretty close to that figure.

Take a private office of 275 square feet. That’s about 25.5 square metres. Using the nine-square-metre rule of thumb, you’re looking at somewhere around two to three visas.

Treat that as a planning number, though, not a promise. The final say always sits with the authority’s assessment.

Your licensed activity. Some activities are expected to employ more people than others, and the assessment takes that into account.

Your compliance record. Paying salaries on time through the Wage Protection System and keeping your Ejari valid and renewed both help when you apply for more visas. Gaps in either can stall things.

Visas that were never cancelled. If someone left your company but their visa wasn’t cancelled, they’re still taking up a slot on your quota. We see a lot of companies who think they’re “full” when they actually aren’t.

Investor and partner visas. Depending on how your company is set up, your own residence visa as an owner might come out of the same quota as your employees, or it might go through a slightly different route. Check this for your specific licence before you plan around it.

When you need that third or fourth visa, you’ve really got three options.

One more thing to keep on your radar is Emiratisation. Companies with 50 or more employees have yearly Emiratisation targets, and some companies with 20 to 49 employees in specific sectors have to hire Emirati staff too. Falling short can hold up new work permits, so it’s worth planning for well before you reach that size.

At Black Swan Business Center, we run workspaces on the 20th and 25th floors of Citadel Tower. That ranges from flexi desks with Ejari support, to private offices of around 250 to 275 square feet, all the way up to a fully furnished 15,000 square foot floor.

There’s a reason for that range. Visa quotas grow with space, and most companies grow in steps rather than giant leaps.

The move most founders get right is upgrading around the time they hire their third or fourth person, instead of jumping straight into a big suite. The move most get wrong is waiting until a visa application gets rejected before they start asking about space.

Ask whether the flexi desk comes with a tenancy contract in your company’s name that can be registered on Ejari.

Ask how many visas companies on the same package have typically been given.

Make sure your licensed activity is suitable for a business centre address.

Find out whether your own investor visa counts against the same quota.

And ask what the upgrade path looks like, and whether you can do it without leaving the building.

Visa quota questions are almost never just about desks. They usually come with bigger decisions attached: mainland or free zone, which activity to choose, which visa makes sense for which person. Those are licensing decisions, and it pays to get them right before you take a desk.

The team we send founders to for that conversation is just a short lift ride away. Black Swan Business Setup Services is on the 37th floor of this same tower, in Offices 3701 to 3702. They deal with licensing, visas and PRO work every day, and they’ll give you a straight answer on what your activity and space will realistically allow. Just mention it during your tour with us and we’ll point you to the right floor.

A flexi desk in Business Bay will typically support one to three visas, as long as it comes with an Ejari-registered tenancy and your company keeps its compliance in order. After that, your quota grows with your space. Plan your next step before you need it, and you’ll never have to turn down a good hire because of a desk.

Further reading: How many visas can a new UAE company sponsor? When it’s really a licensing question

The short answer

Questions founders ask us

Usually one to three, as long as the desk comes with an Ejari-registered tenancy for your company.

On the mainland, usually not. Without a registered tenancy, there’s rarely any visa allocation.

Roughly one visa for every nine square metres of leased office space, though MOHRE makes the final call.

Sometimes. You can apply through MOHRE’s e-quota system, or free up slots held by former staff whose visas were never cancelled.

It can, depending on your licence and structure. Check this before you plan your hiring.
